General Supervision. General supervision is exercised by the Department of Education (DepEd) over the basic education program of the school: preschool, grade school, junior high school, and senior high school; the Commission of Higher Education (CHED), over its tertiary and college programs; while its technical and skills development short-term courses requiring less than four years to complete are under the general supervision of the Technical Education and Skills Development Authority (TESDA).
Board of Trustees: Governing Body. The Board of Trustees is the governing body which exercises exclusive direction and control of all funds and has the power to issue rules and regulations, establish practices that are not inconsistent with the governing charter. It formulates policies within which framework the school operates. It is composed of the School President, Vice-President / Treasurer, Assistant Treasurer, and the Board Secretary
School President. The chief executive officer (CEO) of the school is its School President who is a member of the Board of Trustees and is responsible for its efficient and effective management and the realization of the goals and objectives of the institution.
It is the responsibility of the School President to oversee the smooth operation of the school within the policies established by the Board of Trustees and following the guidelines for its programs by the Department of Education (DepEd) for its preschool, grade school, junior high school, senior high school; the Commission on Higher Education (CHED)for its college or tertiary programs; and the Technical Education and Skills Development Authority (TESDA) for its short term technical education and skills development courses requiring less than four years to complete.
The School President shall administer and implement the policies of the Board of Trustees and the operational guidelines of the DepEd. CHED, and TESDA.
In case the School President is incapacitated, the Vice President shall assume the position as School President.
Vice President. The Vice President is a member of the Board of Trustees and shall assume the position of School President in case the latter is incapacitated.
Treasurer. The proper receipt, safekeeping, and disbursement of the money of the school is the direct responsibility of the Treasurer who is a member of the Board of Trustees and is assisted in the performance of this function by the Cashier who is a regular employee of the school. It is the responsibility of the Treasurer to closely supervise the receipts and disbursements of the Cashier, keep the bank books of the school, and to make continuous review of all disbursements, carefully seeing to it that they are all within the budget approved by the Board.
Assistant Treasurer. The Assistant Treasurer is a member of the Board of Trustees and his main function is to assist the Treasurer in his / her function. In case the Treasurer is incapacitated, the Assistant Treasurer shall assume the position of Treasurer and perform the duties, responsibilities, and functions of the Treasurer.
Board Secretary. It is the main responsibility of the Board/ Corporate Secretary, who is a member of the Board of Trustees, to keep the records and documents of the Board of Trustees. to send out notices of meetings; prepare agenda; and take down the proceedings of the meetings of the Board; and prepare minutes of the meeting and such other functions relevant to the position of the Board/ Corporate Secretary.
The Board Secretary is also the assistant for external affairs, performing liaison functions with other private and government agencies with which NSC needs to cooperate, coordinate, consult, or link-up with or seek its assistance or approval.
NSC PERSONNEL SET-UP
In order to attain its educational vision and mission, goals and objectives, the NSC maintains a full complement of instructors, teachers, administrators, and necessary support services of highly qualified and competent workforce equipped with the necessary knowledge, skills, competencies and desirable attitudes. Careful recruitment and selection procedures are followed and those accepted into its service receive full personnel benefits and incentives to ensure work satisfaction. Personnel functions are classified as academic or non-academic.
A. ACADEMIC
DEAN. All academic programs, affairs, and matters are under the general supervision of the Dean. It is the duty of the Dean to assist the School President in overseeing the academic activities and affairs of the school and seeing to the attainment of the goals and objectives of each area in the academic affairs. Currently, the academic affairs under the general supervision of the Dean are:
- Education Program / Program Chairman. The education program is under the direct supervision of the Program Chairperson, including the Bachelor of Secondary Education, Bachelor of Elementary Education and the special program, Professional Teachers Certificate Program, intended for those who graduated from other courses but wish to take the Licensure Examination for Teachers.
- Information and Communication Technology Program/Program Chairman. The course Bachelor of Science in Information Technology(BSIT) and the Associate of Communication Technology are under the direct supervision of the ICT Program Chair Person, who sees to the smooth, efficient, and effective operation of the department.
- Hotel and Hospitality Management (HHM)/Program Chairman. The Bachelor of Science in Hotel and Hospitality Management (BSHHM) is under the direct supervision of the Chair Person of the program, whose duty and responsibility are to oversee the smooth, efficient, and effective operation of the department towards the attainment of goals and objectives of the program.
- Office Administration Program / Program Chairman. The course, Bachelor of Science in Office Administration (BSOA) is under the direct supervision of the BSOA Chair Person whose responsibility is the smooth, effective, and efficient administration of the department towards the attainment of its goals and objectives.
- Technical Education and Skills Development Program / Program Chairman. All the technical education and skills development short courses with less than four years to complete are under the direct supervision of a Program Chairman who sees to the smooth, efficient, and effective operation of the department and the attainment of its goals and objectives.
Basic Education Principal. Qualifications and Functions. The Principal of the Basic Education Program assists the School President and the Dean in the attainment of the goals and objectives of the preschool, grade school, junior high school, senior high school.
Basic Education Assistant Principal. He/ She assists the Principal in the attainment of the goals and objectives of preschool, elementary school, junior high school and senior high school.
